Connie Gayle White, MD, MS, FACOG, is a dedicated OB/GYN physician and public health leader whose career reflects an extraordinary commitment to the health and wellbeing of Kentucky’s women, infants, and communities.
Dr. White completed her medical education at the University of Kentucky and her OB/GYN residency at the University of Louisville. Board certified by the American Board of Obstetrics and Gynecology, she practiced obstetrics and gynecology in Frankfort, Kentucky for more than 20 years, earning the deep trust and respect of the patients and communities she served.
Dr. White subsequently transitioned to public health leadership, joining the Kentucky Department for Public Health as Division of Women's Health Director. She served as faculty in the UK College of Public Health before returning to KDPH as Deputy Commissioner of Clinical Affairs, where she applied her clinical expertise and systems-level thinking to Kentucky's most pressing public health challenges.
Throughout her tenure at KDPH, Dr. White served as Principal Investigator on multiple grants addressing chronic disease and substance use disorder. As medical advisor to the Kentucky Perinatal Quality Collaborative, a shared table bringing together providers, birthing hospitals, and insurers to improve the quality of maternal and newborn care, she played a pivotal role in advancing data-driven improvements in perinatal care coordination across the Commonwealth.
After decades of distinguished public health service, Dr. White briefly retired before returning to lead the PoWERing Rural Maternal and Infant Health initiative, one of five interrelated pillars of Kentucky's Centers for Medicare and Medicaid Services Rural Health Transformation Program. The initiative ensures mothers and infants in maternity care deserts and high-risk regions across the state receive dedicated care team support, expanded access to doulas and perinatal community health workers, and coordinated wraparound services.
A gifted mentor and collaborator, Dr. White has invested generously in the next generation of public health leaders. Her warmth, collegial leadership style, and genuine passion for her mission have inspired colleagues at every level, and the young professionals she has mentored carry her influence forward in their own careers and communities.
Dr. White's career reflects an unwavering commitment to the health of Kentucky's women and infants, and the College is deeply honored to recognize her with its highest distinction.
